The RIC is similar to any network controller as it interfaces the application layer to the framework layer.
The application layer contains virtual network functions (VNFs) that operate as software and run on the controller. The infrastructure layer,
on the other hand, contains the actual radios. The applications establish policies that the controller enforces on the radios via a southbound interface
